On three separate occasions Seneca Technologies filed requests for West Virginia property tax maps and associated data under the West Virginia Freedom of Information Act (FOIA). These requests were each denied.
On February 2, 2007 Seneca Technologies sent an open letter to various West Virginia state agencies, declaring their intention to sue the tax department in circuit court if the records were not released.
On September 20, 2007, Seneca Technologies won a landmark court case against the West Virginia State Tax Department, preventing the application of paper duplication fees to electronic records requested from any West Virginia state agency.
On October 4, 2007, the Kanawha County Assessor's office sent Seneca a letter informing them that they DID NOT have the Assessor's permission to reproduce, sell, copy, or publish the maps in any way, including publication on the internet.
In response, Seneca Technologies has posted the maps at http://foiamaps.senecainfo.com for free viewing and download by the public.
History
Seneca Technologies was formed in 1997 by Will White, of Jane Lew, WV from his sole proprietorship Corporate Consulting Service, with investment and support from a group of private investors.
