Robert F. Brese

Robert F. Brese (born August 30, 1962) was the Chief Information Officer (CIO) for the United States Department of Energy (DOE) from 2012 to 2014. Prior to that, Mr. Brese served as the Deputy CIO for DOE, the Deputy CIO for the National Nuclear Security Administration (NNSA), and as the Director of the Defense Nuclear Security Program Evaluation Office at the NNSA. As of 2015, Brese is currently a Vice President and Executive Partner with Gartner, Inc., an information technology research company.
Education
Brese received a Bachelor of Engineering in Civil Engineering from Vanderbilt University in 1984 and a Master of Science in Engineering Management from the Catholic University of America in 1996. In 2009, he received a Federal CIO Certificate from the National Defense University. In addition, Mr. Brese was a Certified Naval Nuclear Propulsion Engineer from 1998-2006 working in the U.S. Naval Reactors program.
Military career
Brese was an active duty Naval Nuclear Submarine Officer from May 1984 through March 2006, with final assignment to DOE in 2003. From 2003-2005, Brese served as a senior technical and security advisor to the Deputy Administrator for Defense Programs, developing cost-effective strategies and solutions to the Design Basis Threat against U.S. nuclear weapons facilities. In 2005, he was assigned to establish a new functional office for the oversight of nuclear facility security.
Brese was appointed the Chief Information Officer of the DOE, after a stint as its Deputy Chief Information Officer. Rreporting to Secretary of Energy Ernest Moniz, Brese led the Department of Energy’s policy, governance and oversight of more than $1.5 billion in annual IT investments, as well as the Department’s key initiatives in open data, cloud computing and energy efficient IT strategies. Brese also served as the Department’s Senior Agency Official for Privacy and for Information Sharing and Safeguarding. He contributed to the Administration’s efforts in cyber legislation, policy, research, development and deployment; and the cybersecurity protection of the country’s critical infrastructure.
In the fall of 2012, Brese led a team of Presidential Innovation Fellows and other public and private sector innovators to leverage technology and social media to improve disaster response during the aftermath of Hurricane Sandy. In 2014, he co-sponsored the American Energy Data Challenge which publicly introduced a variety of data and programming resources available from the U.S. Department of Energy, to encourage the development of new tools and insights to benefit the American public, as well as soliciting public input on how data related to energy generation, distribution and use can serve our 21st century society and economy.
Business career
In late 2014, Brese retired from government service. As of 2015, he works for Gartner, Inc., as a liaison with public and private sector CIOs, CISOs and other IT leaders for the Gartner for IT Executives and CIO Signature programs. He also works cybersecurity and its associated risk to IT assets and organizational mission.

* Government Technology Research Association “Vanguard” Award (2013). Recognized for exceptional Government IT leadership and significant contributions to DOE and the Federal IT community as a whole.
* Federal Computer Weekly “Fed 100” Award (2013). Recognized for pivotal role in the federal government IT community for innovation in IT acquisition and the adoption of cloud computing.
