Frederick I. Moxley

Frederick I. Moxley is an American government scientist and senior advisor specializing in informatics and biodefense. He is the former Defense Information Systems Agency (DISA) Fellow and Visiting Professor in the department of Electrical Engineering & Computer Science, and Director of Research for Network Science at the United States Military Academy (USMA). Moxley is primarily known for proliferating technical concepts and strategies on behalf of the U.S. Department of Defense.
Biography
Moxley completed his undergraduate studies in Computer Information Systems and went on to earn a Masters degree in Telecommunications from George Mason University in 1993. He completed his Ph.D. in Information Systems and Science from Nova Southeastern University in 1997, and a graduate certificate in Microbial Biodefense and a second Ph.D. from the College of Science , George Mason University in 2007. His current research interests focus on the interdisciplinary aspects of complex systems, and the pathogenesis of emerging infectious diseases.
Work
Moxley has participated in and/or led a number of major technical initiatives on behalf of the United States and served on several key national and international groups and committees to include: the Defense Science Board policy action team for software intensive systems; as technical expert to the International Organization for Standardization on software engineering and life cycle processes; and as the U.S. Representative, Head of Delegation and Distinguished member to the North Atlantic Treaty Organization (NATO) open systems working group. In this capacity, he led efforts to produce the NATO C3 Technical Architecture . In June 1999, he was one of the Senior U.S. delegates sent to brief the Ministries of Defense and General Staff of twelve Central & Eastern European countries on behalf of the Secretary of Defense during the first National Crisis Management Center conference held in Sophia, Bulgaria.
Due to his involvement within the realm of net-centricity, Moxley initially conceived of and helped to establish the Network Science Center (NSC) at the United States Military Academy with support he solicited from the Director of Research in the Office of the Assistant Secretary of Defense, and served as one of its founding Directors. He maintains his affiliation with the NSC and additionally serves as an Associate within the Academy's Combating Terrorism Center.
Moxley's recent awards include the Secretary of Defense Medal for Exceptional Civilian Service for his leadership and research contributions to the Department of Defense, and the Department of the Army's Superior Civilian Service Award. In 2009, he was recognized by Nova Southeastern University with the Distinguished Alumni of the year Award. Dr. Moxley is an elected member of numerous honor societies and professional affiliations to include Sigma Xi, the Institute of Electrical and Electronics Engineers and the American College of Epidemiology.
