Omkar Rai is an Indian technocrat, IT/ITES Policy Maker, and author who is the newly appointed Executive Chairman of Start-up Odisha. He served as Director General at the Software Technology Park of India for 10 years and . He is awarded distinguished alumni by Banaras Hindu University. Rai is accredited to set-up 21 Centre of excellence in disruptive technology across the country and India’s first center of excellence in the FinTech domain Education He has a Ph.D. from Banaras Hindu University, Varanasi. He was awarded Honoris Causa D.Sc. degree from GLA University. Career Rai has served in National Informatics Centre in various capacities and as Development Commissioner Information Technology Enabled Service, Special economic zone. His Career as the Director General - STPI spanned growth in the Tier II/III cities of India and notably in enabling the Start-up ecosystem. His focus areas included the Centre of Entrepreneurship and Incubation programs for the IT/ESDM sector to promote entrepreneurship, innovation, and product creation in the country. Verdict, a UK based global report quoted Rai as Global IoT Influencer in Nov 2020. While at STPI he led a Collaborative ecosystem for Startups with IT stakeholders to set up 20 CoEs in the domain-specific disruptive technologies spread across India. Rai also served on the board of governors of the IIIT Bhubaneswar and Member - Advisory group for the Electronics and IT Department, Government of Odisha. He also serves as the Secretary General of the Mahamana Malaviya Mission, a non-profit organization to propagate the Bharat Ratna Shri Madan Mohan Malaviya'a values and ideals through service projects and also a worldwide association of BHU Alumni. He regularly contributes columns on IT Policies, Start-up Ecosystem, and Economy to newspapers, journals, and magazines, including Bloomberg, Data Quest, Indian Express, and IT & Economic Weekly.
