Rajesh Aggarwal (born 12 November 1966) is an officer of 1989 Batch of Indian Administrative Service, has been very active in eGovernance for more than a decade. He has held various positions including Secretary, Accounts and Tresauries, Finance Department, Government of Maharasthra, Secretary (ADF), Government of Maharashtra, Additional CEO, National Internet Exchange of India (NIXI), Director, Election Commission of India, P.S. to MoS(Rural Development), Deputy Special Commissioner, Maharashtra Sadan, District Collector, Akola, CEO, Zilla Parishad, Jalgaon, Asstt. Collector, Dapoli (Dist. Ratnagiri). Education He did B.Tech in Computer Science from Indian Institute of Technology Delhi (1983-1987) before drifting to Indian Administrative Service in 1989. In Indian Institute of Technology Delhi his thesis was on Natural Language Understanding. Career 1991-1998 After joining IAS he did few IT Projects with the help from district NIC Team. 2003-2007 During his stint as Election Commission of India, New Delhi he developed lot of Fuzzy Matching Techniques to dedupe the voter list, worked with large database (700 million voters and 500 million photographs) in more than a dozen Indian languages, executed Photo. Rolls Project Voters ID with Photo he also convinced delimitation Commission to make new Assembly and Parliament boundaries using GIS Maps from Census of India. 2007-2009 He managed Internet Exchange of India where worked with a team to dramatically decreased Domestic Internet traffic packets going outside the country, increased the number of .IN domain names considerably and introduced forward looking policies in both the fields. 2009-2011 He was back in state government. he also got additional charge of two weeks in Social Justice department. For a short time of span he was as Secretary Accounts and Treasuries his focus was on making Treasuries cheque-less going totally electronic on Receipts and Payment side. 2011-2015 He was appointed as an IT Secretary of Maharashtra. His tenure as CIO of the state Government saw Maharashtra rising to the top of eGovernance in the Country it was number one in Unique Identification Authority of India as no of CSC and electronic payment and receipts in the country and very strong in eTendering, eoffice, use of Cloud IPv6. State’s eGov initiatives have bagged more than 100 National and International Awards in last two years. 2015-Present He has moved to Delhi in Government of India as Joint Secretary Financial Service and Mission Director of Flagship Initiative of Financial Inclusion (Prime Minister Jandhan Yojana). He is also taken charge as acting CMD of NIC.
