Rameesh Kailasam born -1974 at Jamshedpur in India is an Indian Governance Reforms Specialist widely credited for his work in Financial and Governance Reforms including e-Governance and Renewable energy adoptions. He was part of the team that set up the Centre for Good Governance in the Government of Andhra Pradesh and drove various path breaking governance reforms that rolled out from the aegis of this great Center. Most of the works that rolled out from this center are being used widely for replication across India and neighbouring countries of India. Early life and education: Rameesh Kailasam was born in Jamshedpur-Undivided Bihar now Jharkhand in 1974. He had his school education at South Point School CalcuttaKolkata, St Marks School Tandur in Andhra Pradesh, Prakash Vidyalaya Bailadila Bastar District -Undivided Madhya Pradesh now Chattisgarh, Shrine Vailankanni School Chennai and Hyderabad. He graduated in Commerce from Badruka College of Commerce at Hyderabad and went on to qualify as a Fellow member of the Institute of Cost and Works Accountants of India. He also holds certifications from the Institute of Chartered Accountants of India, Asian Development Bank Institute, Japan, Indian Institute of Management, Kolkata etc. His father T.J. Kailasam served in the Indian Air Force and later on with Hindustan Steel Works Construction Limited (HSCL), a Government of India Undertaking. His mother Lalitha worked at the Tata Iron & Steel Company (TISCO) in Jamshedpur. He is married to Ranjani who is also an accountant by profession who worked in various corporates and has a son. Governance Reforms: Rameesh after successfully qualifying his professional degree in Accounting went on to work as Head of Finance functions in various Indian companies before he was contracted by Atos KPMG Consulting UK to be a part of the setting up of the DFID funded Centre for Good Governance (CGG) Project in the Government of Andhra Pradesh. He was then absorbed as part of the core team of CGG and asked to drive key financial management reforms which he executed with great competence. He was known for his contribution in the State Financial Accountability Assessment Study and Enchancing Local Bodies Accountability reports which was widely appreciated by DFID, World Bank etc. He was also part of the core team of Department of Finance and Municipal Administration Department in implementation of most of the reforms that were widely noticed and appreciated. His handbook on financial accountability for Governments is used by agencies like World Bank, DFID, CGG etc. During this stint he also authored a wide range of papers on internal audit and reforms in Government which were used by University of Birmingham and Sussex at their Governance Resource Exchange. He was the Lead consultant in more than 20 projects. He has extensive field and sector experience in Consulting, Finance, Health, Education, Agriculture, General Administration, e-Governance and Local Government reforms. In 2004 end he left the Government position at CGG and went on to head the Oracle-HP India e-Governance Centre of Excellence till 2008. It was here that his contributions innovative use of IT in Governance were recognised. He was instrumental in conducting capacity building programs for various state Governments in India for adoption of IT. He also drove for computerization of Public Works Department in Assam and the subsequent paper co-authored was adjudged as one of the best papers at 11th National conference on e-Governance by Department of Administrative reforms and DIT Govt. of India. His paper on use of Mobile phone as an extension to e-Governance was selected amongst best papers in the 13th National Conference on e-Governance and also selected by Telecom Regulatory Authority of India in their compendium. He was also key to advocating thought process in Government, Ministries, Industry, Academia, Political circles and Funding agencies like WB, ADB, DFID, UN, etc. as an e-Governance evangelist. He is also known for his innovate thoughts in usage of mobile phones as input devices to solve last mile connectivity issues and reporting from hinterlands of India. His paper on the same was selected as best paper by Government of India, Department of Administrative Reforms and Department of Information technology in the 13th National Conference on e-Governance. He was also called to address on the same by the Telecom Regulatory Authority of India (TRAI) and the World Bank at Delhi. In 2008 he joined Applied Materials as Head-Government Affairs where he worked closely for promotion and adoption of Solar energy in India. During this period he worked to advocate India’s NATIONAL SOLAR MISSION plan titles Solar India. He was invited nationally and internationally to speak on a number of prestigious platforms on matters ranging from Governance reforms, Financial Accountability, e-Governance, IT & Innovation, Renewable Energy, Public Policy etc. He has spoken at World Bank seminars at Washington, D.C. and Delhi. He has also been a key speaker and participated in events conducted by Government of India, State Governments, Commonwealth, WEF, Government of Mauritius, World Bank, DFID, USAID, UN etc. at Washington DC, London, Mauritius, Singapore, Malaysia, Bangkok and various Indian cities. He was also a visiting faculty at the Indian Institute of Management (IIM) -Kolkata and ICFAI School of Finance & Management, Hyderabad. He has been a key speaker in various international events at the invite of various Governments, Multilateral Funding Agencies etc. He has also represented in a number of trade and industry associations like USIBC, AMCHAM, SEMI, ISA, NASSCOM, MAIT etc.He has served in various government committees in Govt of India and State of Andhra Pradesh. He is also a visiting faculty at the Management Development Institute (MDI) at Gurgaon. In 2010 he joined IBM as part of their Government Programmes for India and South Asia based out of India.
