Neebly is a Ribbon menu based, lightweight, freeware Internet Relay Chat Client for Microsoft Windows which utilizes the WPF graphical subsystem of the .NET Framework 3.0 available for Microsoft Windows XP Service Pack 2 and later. The utilization of WPF allows Neebly to run on devices with small displays, having a consistent user interface appearance as it would have on larger computer monitors. Neebly is compatible with Microsoft Windows Vista and Windows 7, where its Ribbon menu based interface makes it look native to these systems.
Neebly's first public release was in December 2008. New features in version 1.0.3 include a minimize to tray option, message highlighting, auto-reconnect, and a number of other features.
