Good Harbour International

Good Harbour International (GHI) is a strategic risk management consulting firm. The company supports the government and the commercial sector worldwide through projects spanning through several industries, such as oil and gas, transport, critical infrastructure, borders, immigration and customs, special events, urban planning and design, cyber security, CBRN, and training. These projects and industries employed the firm's capabilities in different areas, including security, safety, disaster and crisis management.
History
Good Harbor Consulting LLC was founded in Washington, DC, in 2002. The company initially focused on risk management in the U.S. homeland security market and, in 2005, expanded their risk and vulnerability practice overseas markets.
In July 2012, Good Harbour International was formed as an independent business entity, operating in the global market and with previous project experience across the Middle East, the US and Europe.
Richard A. Clarke is the Chairman of Good Harbour International and Good Harbor Consulting LLC. Although the two companies now operate as separate business entities, all international based strategic and operational expertise has transferred to Good Harbour International.

Projects and Contributions
The International Center of Excellence for Countering Violent Extremism
Good Harbour International assisted the UAE government in standing up the International Center of Excellence for Countering Violent Extremism (CVE) and it is currently managing the Center's operations. The Center opened in December 2012, after Sheikh Abdullah bin Zayed Al Nahyan the UAE Minister of Foreign Affairs, offered to host the Center in Abu Dhabi. The Center was subsequently re-branded as Hedayah.
The idea for the CVE Center was first floated around the launch of the , held in New York in September 2011. The GCTF announced the need for a multilateral center dedicated to studying the root causes of violent extremism. The Center was created “in response to the growing desire from GCTF members and the wider international community for the establishment of an independent, multilateral center devoted to training, dialogue, collaboration, and research to counter violent extremism in all of its forms and manifestations, one that can bring together experts, expertise, and experience from around the globe”.
Yemen Gulf Cup 2010

The twentieth edition of the Gulf Cup of Nations was hosted by Yemen in Aden. Good Harbour International assisted the Yemeni government with security strategy and operations, in the lead up to and during the tournament. Given Yemen’s high-threat context, the scale of security measures adopted for this event was unprecedented in the history of the country. These measures were pivotal in preventing the occurrence of major terrorist or safety incidents. Good Harbour International supported the Yemeni government with all the security strategy and operations adopted in the lead up to and during the government.
