Noetic Group

Noetic Group is a management consultancy firm dealing primarily with government clients. Noetic has offices in the Australian cities of Canberra, Brisbane, Sydney and Darwin, as well as in the United States, and has representation in South-East Asia and the GCC. Noetic Solutions, the company's Australian operations, and Noetic Corporation, the company's United States division, are both part of the Noetic Group.
History
Noetic was formed in 2001 by two Australian Army officers who were engaged to write doctrine for the Army. The company has since expanded to work across the Australian Government national security sector and to consult on the business of government generally with federal, state/territory and local government clients.
Noetic’s current associates include counterinsurgency expert David Kilcullen, who works with the company’s Washington office.
In 2003, Noetic was commissioned by the Australian Department of Defence to produce a report detailing the ‘lessons learned’ by the Australian military after Operations Falconer and Bastille - the Australian contribution to the 2003 Invasion of Iraq. This report included suggested actions to implement changes brought to light during the lessons learned process.
In 2005, after the Eyre Peninsula bushfire, the South Australian Country Fire Service commissioned Noetic to undertake a ‘lessons learned’ review of their actions in the light of significant community criticism of the Service’s role in the fires. The review found that the fires had significantly strained the Service’s capacity, and made a list of 108 recommendations to improve the capabilities of the service. In the following coronial inquiry, the coroner endorsed Noetic’s analysis, stating “as far as recommendations are concerned, I agree with them”.
In 2010, Noetic released a report commissioned the previous year by the Juvenile Justice Minister of New South Wales, Graham West into the high levels of systemic recidivism relative to other Australian states. The report drew on research from around the world to find that juvenile incarceration was ineffective and costly. The Government provided a measured response to Noetic’s recommendations.
