Dr. P. Rathnaswamy (born on 3 February 1952) prior to joining civil services (1980 batch), taught B.Com and M.Com students for five years in the University of Madras. He has acquired Ph.D. in Communication Management and for his second Ph.D. in Law, he will be submitting the thesis very shortly to Delhi University. He did his M.Sc. Development Studies in England. Among other important assignments he worked as Deputy Secretary, Ministry of Planning and Program Implementation, Government of India and presently is Director/Commissioner Dl in Central Vigilance Commission. He is the founder of Objective School of Communication distortion in the world. He has incorporated cost benefit analysis in the TQM; also developed the theories of Empowerment of Sustainable Development and Information Theory. He has been invited as Speaker in the National and International Conferences. He written a number of articles and books on various subjects. In 1989, he presented a paper on 'Product Liability and Consumer Protection' in the first Asian Congress on Quality and Reliability at Vigyan Bhavan, New Delhi and majority of his recommendations were accepted by the conference which have been incorporated in the Consumer Protection Act of India.
