Charles David Parent (August 29, 1966) is Canada's only registered Master Tattoo Artist and is considered as one of the best tattoo artists in the world. In early 2010, Charles authored the British Columbia Safe Body Art Practice Act, which is currently before the British Columbia Legislature for enactment as the primary law regarding the tattoo and body art industry in British Columbia, Canada. Charles was born in Cornwall, Ontario on August 29, 1966 and spent considerable time travelling throughout Canada and the United States as well as China and Indonesia studying his craft. Charles then opened his first tattoo shop in San Diego, California in 1988 and became known as The Mad Tatter by his peers and clients, a name which he has been known by ever since. He subsequently opened shops in New York, London, UK, Calgary, Alberta, Toronto, Ontario, Los Angeles California, and currently owns and operates a shop in Surrey, British Columbia, Canada. A tattoo artist to several celebrities, Charles has become known as a minor celebrity himself, and has appeared in several magazines. Charles attended Ecole Secondaire du Plantaganet , and completed grade eleven before dropping out and travelling throughout the United States before moving to London, Ontario, where he furthered his education at the University of Western Ontario, earning a Master of Sciences degree as well as a Bachelor of Education degree. During this time he married Catherine Anne Brennan with whom he has one daughter, Brandie Leighanne Parent-Quinn (February 22, 1994). Separating from Catherine in 1995, Charles relocated to Vancouver, British Columbia and opened his first tattoo shop in that province. He divorced Catherine in 2002.
