Unionspatent
The Unionspatent (Union certificate of competence) is a certificate of competence for inland navigation issued under European Union law. It certifies that the holder is qualified to operate vessels on inland waterways within the European Union in accordance with harmonized standards.
Legal basis
The legal basis of the Unionspatent is Directive (EU) 2017/2397 of the European Parliament and of the Council. This directive establishes a harmonized system for the recognition of professional qualifications in inland navigation across EU Member States.
The directive defines standards for training, certification, and mutual recognition of inland navigation personnel qualifications.
Scope
The Unionspatent applies to professional inland navigation within the European Union. It enables holders to operate vessels on EU inland waterways, subject to any additional requirements for specific waterways.
The certificate is recognized across Member States, facilitating cross-border navigation and employment.
Requirements
Applicants for a Union certificate of competence must demonstrate:
- completion of approved training programs
- practical experience in inland navigation
- knowledge of navigation rules, vessel operation, and safety procedures
- competence in accordance with EU standards

Examination

Administration
The Unionspatent is issued by the competent authorities of EU Member States. Certificates are mutually recognized across the European Union under the directive.
In Germany, implementation is carried out through national inland navigation legislation.
Position in the German certification system
The Unionspatent forms part of the professional inland navigation qualification system and is distinct from recreational boating licences such as the Sportbootführerschein Binnen.
It replaces or complements national certificates of competence for professional inland navigation and enables cross-border operation within the EU.
