National coordinator for pre-accession funds for EU assistance to Montenegro

The National Coordinator or pre-accession funds for EU assistance to Montenegro (abbreviated: NIPAC) is responsible for coordinating programs of assistance under the Instrument for Pre-Accession Assistance (IPA).

At its session on 3 May 2012, Government of Montenegro appointed Chief Negotiator Ambassador Aleksandar Andrija Pejović the National coordinator for the instrument for pre-accession assistance (NIPAC).

NIPAK manages the process of harmonization and coordination of programs for all five IPA components in Montenegro. He is responsible for the preparation of annual programs for IPA component - Support for transition and institution building at the national level. It also coordinates the state share in the relevant cross-border programs, both with Member States and with other countries that use the funds from the IPA, as well as the transnational, interregional or sea basins programs under other EU instruments.

National Coordinator for IPA approved and submitted to the European Commission the annual and final reports on the implementation of the IPA program, as defined in Article 38 of the Framework Agreement and in Article 61 (3) of the Regulation on the implementation of the IPA program.

Appointment of NIPAC is one of the initial steps in the process of introduction of decentralized management of EU funds (DIS). With the introduction of the DIS control, EU funds are transferred from the European Commission on the national structure, which is the prerequisite for the use of IPA III, IV, and V components.
