"10-13" is one of a series of "10 codes" used in radio transmissions. It is most known for its use in the New York City Police Department for police officers calling for assistance; literally defined as "Officer Needs Assistance". It is used only for extreme emergency cases, such as an injured police officer or when shots are fired. There are other agencies that use 10-13 for the same code.
An episode of Third Watch titled "10-13" opened up by displaying a verse from Romans 10:13 which reads, "For whosoever shall call upon the name of the Lord shall be saved." Whether or not this has any direct significance or relavance to the "10-13" used by the NYPD is unknown.

Youth Challenge International Canada (YCI) is a Canadian non-profit organization that sends young people overseas to volunteer with local partners on development projects. The head office is located in Toronto, Ontario.
YCI builds the skills, experience and confidence of young people to effect positive change in their own communities. As an international development agency, YCI works with youth aged 15 to 24 in developing countries in Africa and the Americas. YCI believes that young people can make a meaningful contribution to the development of their communities and countries. Our programs equip youth with information about HIV/AIDS, build their skills to run businesses and promote equal opportunities for young women.
YCI also involves Canadian youth volunteers aged 18 to 30 who spend 5 to 12 weeks working side by side with local youth on these programs. Over 2000 Canadian youth have volunteered overseas with YCI since 1989. The Canadian youth volunteers returned to Canada with improved skills and deepened resumes - but most importantly they return as global citizens aware of the challenges faced by youth in developing countries.
