The building is located in 6, Flagstaff Road and was built by the government of Delhi. The building became a major political issue ahead of the 2025 Delhi Assembly elections due to the cost of the building. The Bharatiya Janata Party accused the ruling Aam Aadmi Party-led government of misusing government funds.
