William Keith Maxwell III, generally known as Keith Maxwell, is the founder and CEO of Spark Energy, a Houston-based, independent, multistate certified retail energy and natural gas supplier. Maxwell founded Spark Energy, LP in 1999 in Houston, Texas, where he serves as CEO. Spark Energy is a retail electric provider (REP) and natural gas supplier operating in more than 40 deregulated utility areas in 16 states. Maxwell has been praised by many who say his greatest asset as a leader is his flexibility. He had Spark Energy focus on retail instead of wholesale as a new company. In 2006, Spark Energy became the first retail energy provider to offer self-enrollment through its website. Career Maxwell studied economics at the University of Texas at Austin and graduated with a Bachelor’s degree in Economics in 1987. He was a partner in Polaris Pipeline (founded 1988), which was sold to TECO Pipeline in 1994. In 1994, Maxwell co-founded Wickford Energy, an oil and gas services company that was sold to Black Hills Utilities in 1997. Due to lack of liquidity in the international energy market, Maxwell's previous plans to expand Spark Energy to the United Kingdom and Canada have been postponed indefinitely. Marlin Midstream, L.L.C., a midstream energy company founded by Maxwell, provides natural gas gathering, compression, dehydration, treating, processing, hydrocarbon dew point control, and marketing services to producers, marketers, and third party pipeline companies. Marlin Midstream, L.L.C. was formerly known as URS Field Services, LLC. The company was incorporated in 2002 and is based in Houston, Texas. Maxwell currently serves as president/CEO/ and chairman of the board. He took the company public in 2013; symbol FISH (NASDAQ).
