Vipin Brar

Vipin Brar is a Rural Veterinary Officer (RVO) in Muktsar district, . Brar is recognised for his contribution in getting RVOs regularized (making their job permanent as opposed to contract basis) and under a separate directorate. He opposed Punjab state's government policy of only regularizing SC (scheduled caste) candidates and began a state-wide boycott of the Animal Husbandry Department due to their unnecessary interference.
Currently Brar is RVO (Rural Veterinary Officer), President RVO Association Muktsar, Media Sectary RVOA Punjab. He holds a B.V.Sc. & A.H. from GADVASU Ludhiana, M.V.C.G., Gold Medalist A.B.C. (Vets Beyond Borders ) Australia)
Early life
Brar was born 21 July 1984 in Muktsar district, Punjab, and studied in Malwa School Gidderbaha until matriculation and then at Government Rajindra College, Bathinda for higher education. He was selected for B.V.Sc. & A.H. (Bachelor of veterinary science and animal husbandry) in 2003 through the state medical entrance test of Guru Angad Dev Veterinary and Animal Sciences University (GADVASU, formerly Punjab Agricultural University).
In 2008 he passed out from GADVASU as a veterinary graduate and took a job in Muktsar, Punjab as Rural Veterinary Officer on a contract basis.
Veterinary community
Since 1994, there had been no recruitment of doctors in Punjab, leading to a deficit of doctors and high mortality rate, so in 2006 Brar joined the campaign and strike of veterinary students for jobs. The student union persuaded the Punjab government to provide contract-basis jobs for doctors.
In 2010, on learning about Punjab Government's policy of regularizing only a few Scheduled Caste candidates and completely ignoring the rest (Cabinet Minister Animal Husbandry favored SC community and tried to fill 90% vacancies from only one community at name of SC backlog ) and involvement of current Doctor's association RVOA (Rural Veterinary Officers Association) president Dr. Majid in same, Brar started an awareness campaign for all Punjab veterinarians by sending text (SMS) messages via his newly founded "Veterinary Informatics Service", and created a website RVOpunjab to spread the message and collect feedback from all doctors across Punjab. This succeeded in spreading awareness and convinced all veterinarians to change the RVO president and start protests against Government's policy. Various meetings were held at P.A.U. ( GADVASU ) Ludhiana to discuss the issue and work out the solution. It was finally decided that Dr. Navdeep Khinda be the new president of the RVOs. Dr. Khinda initially declined to be RVO's President but then agreed to lead the association and agreed to the Dr. Vipin's idea of starting state-wide strikes. Following this various strikes took place all over Punjab) and simultaneously many meetings were held with Chief Minister, R.D. Minister, Secretary and other Government officials and finally all RVOs were regularized on 1st May 2011 and all remaining sanctioned posts ( posts/vacancies marked to be filled over time ) were provisioned to be on regular/permanent basis.
Brar was the first person in Punjab to start "regularization" movement of RVOs. following his contributions, he was made Electronic Media Incharge/Secretary of RVOA Punjab. In April 2013 Vipin Started boycott movement in Muktsar district which later in July 2013 was adopted by RVOA (Rural Veterinary Officers Association) and was then propagated to whole of Punjab with aim of getting separate directorate for doctors. (currently they are working under Rural Development and Panchayat Department with no dedicated cell/office/branch/directorate)
Brar is responsible for regularization and recruitment of 1628 doctors on regular basis in Punjab State of India.
For his services Brar received awards from Chief Minister Punjab S. Parkash Singh Badal, Cabinet Minister Rural Development S. Surjit Singh Rakhra, Cabinet Minister, Animal Husbandry, Fisheries, Dairy Development S. Swarn Singh Phillaur, etc.
