Raghunath Behura (born 17 October 1955) was an IPS Officer (32RR) of 1979 batch IPS cadre of Manipur-Tripura. Behura died in a road mishap on 15 April 2012. Police career Late Raghunath Behura served as a Police officer in Tripura in different capacities. Behura joined the Intelligence Bureau in 1985 where he also served in Dhaka, Bangladesh. Behura was the key person in the Intelligence Bureau, for whom the Department of Telecommunications of India mandated all Mobile companies and Internet Service providers to keep a record of the users' data for 1 year instead of previously ordered for 6 months. Following the report of Behura, India's Union home secretary decided Indian Army to verify and identify that there is no Mobile BTS (Base Trans-Receiver Station) that can provide network near the country's international border. He also asked the Department of Telecommunications not to facilitate Huawei and ZTE for telecom equipments of BSNL. Death Raghunath Behura and Additional Director General of Assam Police, Pallab Bhattacharyya, returning to Guwahati after an investigation, met an accident on 9 April 2012. In that accident, both Mr. Behura and Mr. Pallab Bhattacharyya were seriously injured and admitted in GNRC, Sixmile. Mr. Behura's health deteriorated and was put under a ventilator, but he succumbed to his injuries on 15 April 2012. Decorations • - 2004
