Dr. Sibichen K Mathew is an Indian Revenue Service (IRS) officer of the 1992 batch. Hailing from Kottayam, he is now serving as Advisor to the Telecom Regulatory Authority of India for the Kerala - Karnataka region . He has conducted research in socio-economics and is the author of Making People Pay:The Economic Sociology of Taxation. Education Sibichen K Mathew obtained an MA in Sociology from Loyola College, an M.Phil from the Jawaharlal Nehru University,New Delhi, and a Ph.D from the Bharathiar University, Coimbatore. He also completed a Post Graduation Program in Public Policy and Management from the Centre for Public Policy,Indian Institute of Management, Bangalore. He is a recipient of the University Grants Commission Research Fellowship and was nominated for the Commonwealth Fellowship in 1992 by the Government of India. He has also passed the Bachelor of Law,degree from the Karnataka State Law University. His subject for his doctoral thesis was Fiscal Sociology. He has also completed a course in International Public Policy, in Maxwell School of Public Policy, Syracuse University, US, as part of the post graduate program in IIM Bangalore which was sponsored by the United Nations Development Program.As part of his Mid Career Training Program,he has completed a course from the Management Development Institute,Gurgaon.Dr Sibichen has also completed a course from Duke University,Durham,USA. Dr Sibichen has had attachments with the Office of the Internal Revenue Service, US Government Accountability Office and World Bank. Career Sibichen K Mathew joined the in 1992 , after passing the Civil Services Examination (CSE) (Popularly known as the IAS Exam) .He trained at the prestigious National Police Academy, Hyderabad and at the National Academy of Direct Taxes,Nagpur. He has served as the Assistant Commissioner, as the Deputy Commissioner of Coimbatore as well as the Deputy Director (Investigation), in the Directorate General of Income Tax Investigation working in the Tamil Nadu cadre. He has also served as the Senior Authorized Representative at the Income Tax Appellate Tribunal, Bangalore and as the Additional Commissioner of Bangalore. He was Additional Director of Income Tax (Investigations) (Head Quarters),working on many money laundering and tax evasion cases prior to being deputed as Adviser(Joint Secretary to the Government of India) to the Telecom Regulatory Authority of India,Bangalore.
