Oxford Policy Management (OPM) is an international development consultancy that helps organisations find and implement sustainable solutions for reducing social and economic disadvantage in low- and middle-income countries.
Supported by more than 100 staff on three continents, the company addresses complex issues in fields such as health, education and public financial management through a combination of high-quality analysis and 30 years’ practical experience of facilitating change in more than 90 countries worldwide. Its analytical expertise is reinforced through links with a wide range of leading academic institutions and international research and consulting organisations. Its practical experience, in turn, is bolstered by a network of 30 internationally renowned associates.
Clients range from bilateral and multilateral organisations such as DFID, UNICEF and the World Bank through to governments, NGOs and private-sector organisations.
Based in Oxford in the United Kingdom, OPM has offices in Bangladesh, India, Pakistan and South Africa.

History
Born out of the University of Oxford in 1979, when it was originally known as the Food Supply Analysis Group, OPM initially focused on applied research to help solve the food security problems of Eastern and Southern Africa. Five years later it became the Food Studies Group, addressing both the supply and demand sides of public services, supported by statistics and survey capabilities. During the 1980s, the organisation added economic and social policy programmes to its portfolio and, in 1995, embarked on a pioneering integrated household panel survey in Pakistan, funded by the UK’s Overseas Development Administration (ODA), now the Department for International Development (DFID). The following year Oxford Policy Management was established as a private company, independent of the University of Oxford and co-owned by both staff and external investors with an interest in international development.
Over the last 15 years, OPM has expanded into new fields, from education and health to aid policy and climate change, as well as new regions, from Asia and the Commonwealth of Independent States (CIS) to Latin America. The company has also responded to the changing nature of international development by working with major foundations such as the Bill & Melinda Gates Foundation and with private sector organisations such as the International Council on Mining & Metals (ICMM). In addition, OPM has met the demand for local support by providing a growing network of international offices, opening its first overseas office in Pakistan in (2007), followed by South Africa (2009), India (2009) and Bangladesh (2011).
