Optimal Solutions Group is a public policy research firm, headquartered out of the University of Maryland's M Research Park in College Park, MD. Optimal works with government agencies, non-profit organizations, corporations, and various foundations. Optimal specializes in education, health, housing, workforce development, social, economic development, and transportation policy. History Optimal was founded in February, 2000 by Dr. Mark Turner. Dr. Turner is a prominent labor economist, having worked as a research scientist at the Johns Hopkins Institute for Policy Studies in Baltimore, MD. Tracye Turner, Optimal's Vice President and Director of Business Development, joined in 2003. In 2005, Optimal expanded into the government market with contracts from United States Department of Housing and Urban Development, United States Department of Education, and United States Department of Health and Human Services.
