The Department of Defense reports that Al Sattar was born 1975, in Dubai, United Arab Emirates and assigned him the Internment Serial Number 309.
His actual nationality remains unresolved.

On March 16, 2007 the Department of Defense published height and weight records for all but ten of the captives held in Guantanamo.

The Department of Defense has not offered an explanation for why no records for those ten men were published.
Habeas corpus
On October 23, 2009 US District Court Judge John D. Bates dismissed the habeas corpus petition filed on Muieen A Deen Jamal A Deen Abd Al Fusal Abd Al Sattar's behalf.
According to Bates: "Al Sattar has given no indication during the almost three-year pendency of his case that he wishes this habeas action to proceed ... has unequivocally rejected representation."
Courthouse News reported that he had torn up letters from his court appointed public defender, and had refused to meet with his lawyer on all five visits to Guantanamo.
