Michael A. Joyce (born May 27, 1961) was a member of the town council of Cary, North Carolina. Born in Northridge, California and raised in Nashua, New Hampshire, Joyce works as a plumbing consultant. He is a published plumbing textbook author and owns the plumbing education website plumbingpro.org. A resident of Cary since 1993, Joyce was elected to his first term on the Cary Town Council in 2003 as an at-large representative. He announced his resignation from this position in 2006. He was a founding member of the Western Wake Republican Club and has served on the NCGOP Executive Committee as an at-large member. During his term on council he led an educational effort to make citizens aware of a North Carolina constitutional change on their ballot that he opposed, which would give up their right to be asked if local government chose to use tax increment finance (TIF) bonds. The TIF issue is being challenged in court and Michael Joyce is a plaintiff in the suit. The North Carolina Institute for Constitutional Law is leading the case. He was a guest speaker at the McCain-Palin Rally held in Raleigh, NC on November 1, 2008. He was known by the attendees as "Mike The Plumber".
