Marlen Garcia is a councilwoman of Baldwin Park, California. She is a registered Democrat. Marlen was elected in November 1999 to fulfill an unexpired term and has been re-elected twice. With her election, she became the first ever Latina elected to the Baldwin Park City Council. Prior to joining the council, Marlen served as Chairperson of the Recreation and Community Services Commission, as well as Chairperson of the Joint Recreation and Community Services & Housing Commissions. During her role as Chairperson of the Recreation and Community Services Commission, she spearheaded the building of a Teen Center in Baldwin Park. Marlen was selected as the 57th Assembly District Woman of the Year in 2005 and currently serves on the Board of Directors for the Independent Cities Association. Marlen is a manager at the Kaiser Permanente Baldwin Park Medical Center and has achieved 25 years of service to the organization. She was selected by Kaiser Permanente to be the recipient of the 1999 and 2001 YWCA Woman of Achievement for her contributions to Kaiser Permanente.<ref name=bio/>
