Earl W. Smith

Earl W. Smith is the Republican candidate for Columbus Mayor Earl Smith has been a life-long public servant. A retired Columbus Division of Police sergeant, Smith is currently the principal of E.W. Smith and Associates, a security education and consulting firm.
Background
Earl W. Smith is a nationally recognized security consultant who has provided training for hundreds of clients, including the National Crime Prevention Association, the Ohio Attorney General’s Police Officer Training Academy, the Ohio Crime Prevention Association, the Ohio Rehabilitation Services Commission, Case Western Reserve University, the Ohio Main Street Program, the Midwest Regional Crime Negotiators Conference, the Grange Insurance Company, and the Ohio Department of Corrections. He has also provided training for more than one thousand new recruits for the Columbus Division of Police.
A 32-year police veteran, Smith held a number of high-profile positions with the Division of Police. He served as the Division’s spokesperson as the uniformed supervisor for the Public Information Unit. During his years with the Crime Prevention Unit, and later as a supervisor with the Community Liaison Section within the Strategic Response Bureau, Smith represented the Division in virtually all of Columbus’s neighborhoods and came to know many of the city’s local community leaders. Additionally, he developed and presented crime prevention and safety programs to civic organizations, neighborhood associations and business groups.
He also supervised police officers in the Patrol Sub-Division and served as an investigator in the Internal Affairs Bureau.
Smith is a recognized authority on the concept of Crime Prevention Through Environmental Design (CPTED) and has provided seminars on the topic in cities across the nation. In addition to his security consulting firm, Smith is also a freelance photographer. He has worked for dozens of local, national, and international clients. His specialty is commercial, advertising, wildlife and scenic photography. His work has appeared in dozens of magazines and books.
A life-long resident of Central Ohio, Smith has won dozens of law enforcement awards and commendations, including two Columbus Division of Police, Medals of Merit. He has been elected twice to serve as president of the Ohio Crime Prevention Association and was named Police Officer of the Year in 2002 by the Fraternal Order of Police Associates.

Earl W. Smith is the Republican candidate for Mayor of the City of Columbus. His opponent is Columbus Mayor Michael B. Coleman.
Work Experience
*1996 to Present:
Owner of E. W. Smith & Associates LLC, Security Consultants and Educators.
*October 2002 - July 2010:
Supervisory investigator assigned to the Internal Affairs Bureau of the Columbus Division of Police. Responsibilities: Investigation of internal and external complaints concerning sworn and civilian members of the Columbus Division of Police.
*September 1998 - October 2002:
Sergeant assigned to the Public Information Unit as the Public Information Officer (spokesperson) for the Columbus, Ohio Division of Police. Responsibilities: Supervision of civilian members of the Public Information Unit. Liaison with the Division of Police and the offices of the Mayor and Director of Public Safety. Develop management/documentation forms and paperwork. Prepare and disseminate media advisories regarding Division activities. Prepare various written documents for release under the signature of the Chief of Police. Perform and/or facilitate interviews with members of television, radio and print media when and as needed. Respond to scenes of major crimes or incidents involving Division Personnel to act as Division representative/liaison with members of media. Act as the master of ceremonies for the Columbus Division of Police awards and promotion ceremonies, and for the Chief’s Town Meeting. Develop story ideas/concepts to promote the Division of Police and its members. Provide media relations training for Division personnel. Develop Unit Standard Operating Procedures as well as operational guidelines as they relate to C.A.L.E.A. standards.
*February 1996 - September 1998:
Sergeant assigned to the Columbus, Division of Police, Strategic Response Bureau, Community Liaison Section.
Responsibilities: Develop and implement SOP, training and management procedures for the new Community Liaison Section. Supervision of police officers in regard to their assigned duties, review of paperwork, development of management/documentation forms and paperwork, investigation of unusual occurrences and/or citizen complaints, and various management duties. Also act as the master of ceremonies for the Columbus Division of Police Awards and Promotion Ceremonies, and for the Chief’s Town Meetings.
*June 1995 - February 1996:

Responsibilities: Supervision of police officers in regard to their assigned duties, review of investigative reports and paperwork, investigation of unusual occurrences, investigation of citizen complaints, and various other management related duties.

Responsibilities: Included, but not limited to writing and presenting a variety of crime prevention and related programs to individuals, civic and community organizations/associations, and businesses. Authored a variety of articles and handout materials on crime prevention philosophies and practices. Regularly worked with representatives of media on a variety of crime prevention related news stories and programs.

Responsibilities: Investigation of criminal offenses including but not limited to burglary and related theft offenses; identification of developing crime patterns; arrest, interrogation and processing of suspects; preparation of prosecution materials for trial. Also acted as a mentor/coach for detectives newly assigned to the Burglary Squad.
