Cai Baixi () graduated from the Department of Politics and Public Administration, Chinese University of Hong Kong, with his main academic electives being political theory and public administration. Choi founded technology and Internet services to provision of businesses and expected technology to improve social problems. He promotes the value of youth participation in society, and believes that young people understand the power of social progress. He has been actively involved in youth activities and social affairs since the beginning of high school, and is currently the Commission on Youth Development Youth Research and Policy Working Group co-opted member, vice-chairman of Hong Kong Association of Youth Leadership Development Management Committee, member of the Obscene Articles Tribunal, Home Affairs Public Affairs Forum, vice president of the Eastern Association, Assistant Secretary, Department of Government and Public Administration Alumni Association and a member of the Chinese University of Hong Kong Federation of Youth Committee of Industry and Commerce and Western, Wan Chai, and was on the movie Newspaper and Article Management Office of the Film Censorship Advisory Panel (2010-12), Chinese University of Hong Kong and the Rich Leaders' Network founding president (2010-2011), Vice-Chairman of the Foreign Department of Politics and Public Administration will be Chinese University of Hong Kong (2010-2011) and the Hong Kong Chinese Women's Club College Students president (2007-2008) and so on. In addition, Mr. Choi was awarded the Ten Outstanding Young Persons Award (Youth Leadership Awards) (2012-13), Eastern Ten Outstanding Young Persons (2012), Gold Award for Volunteer Service (2010 and 2011). Choi also selected to participate in the "International Youth Exchange Programme (Singapore)" (2011) jointly organized by the Home Affairs Bureau and the Commission on Youth.
