Cadastre and Real Estate Publicity in Romania

According to the law on the cadastre and on real-estate publicity no.7 of 1996 "the general cadastre is the unitary and compulsory system of technical, economic, and legal record by which the identification, registration, representation on cadastral maps and plans of all land, as well as of other immovables from the country's whole territory shall be achieved, regardless of their purpose and owner.
The basic entities of this system shall be the plot, the construction, and the owner.
By real estate, in the sense of the present law, shall be understood the plot of land, with or without constructions."

The technical function of the general cadastre shall be achieved by determining, on the basis of surveys, the position, configuration, and dimension of land areas by purposes, utilization classes, and owners, as well as of constructions.

The land register includes both information regarding the holder of the right of ownership over the real estate property and information on the potential charges or other rights that encumber the real estate property.
