"10-13" is one of a series of "10 codes" used in radio transmissions. It is most known for its use in the New York City Police Department for police officers calling for assistance; literally defined as "Officer Needs Assistance". It is used only for extreme emergency cases, such as an injured police officer or when shots are fired. There are other agencies that use 10-13 for the same code.
An episode of Third Watch titled "10-13" opened up by displaying a verse from Romans 10:13 which reads, "For whosoever shall call upon the name of the Lord shall be saved." Whether or not this has any direct significance or relavance to the "10-13" used by the NYPD is unknown.
