World Organization for Scientific Cooperation (WOSCO) “Science Without Borders” is the International Non-governmental Organization, the main activity of which is directed to integration and scientific cooperation of scientists, specialists, scientific and educational organizations of different countries.

Founding of WOSCO

WOSCO was founded on 23 December 2008 in Istanbul (Turkey) during the Constituent Assembly. In the Board of WOSCO were elected the scientists and representatives of social organizations and large scientific-technical companies from 16 countries of the world, in particular, Academician of AS USSR and RAS, Honorary President of International Academy of Science H&E, Honored Professor of MSU named after M.V.Lomonosov, Doctor of geological-mineralogical sciences Victor Yefimovich Khain (Moscow, Russia); President of International Program BIOCOS, Professor, Doctor Franz Halberg who is the founder of science - chronobiology (USA Minneapolis, Minnesota)1; famous scientists in the sphere of researches of stress and negative influence of urbanization on the human organism, Academician, Full Member of International Academy of Astronautics (Paris), Academician of RAMS (Russian Academy of Medical Science), Professor, Doctor of medicine Karl Hecht (Berlin, Germany); famous geophysicist, Doctor Allen Simpson (Los Angeles, USA); President of Pakistan Academy of Sciences, physicist-nuclear physicist; Adviser for science and technology of state commission on planning in the status of Minister of state, Doctor Ishfaq Ahmad (Islamabad, Pakistan); expert of European Community Commission in the sphere of pharmaceutics Doctor Sevinj Yatman(Istanbul, Turkey); famous seismologist, Vice-President of IAS H&E, Academician of Russian Academy of Natural Sciences and International Academy of Science H&E , Doctor of geological-mineralogical sciences, Professor Elchin Khalilov (Baku, Azerbaijan); scientific director of the station of forecasting the earthquakes ATROPATENA-ID, Doctror H.Wahyudi (Gadjah Mada University, Yogyakarta, Indonesia); Director of the Department of ES of the city of Almaty, major general, candidate of technical science Damir Khalikov (Almaty, Kazakhstan), representatives of the companies Visiotek amd SETAC (Turkey, Istanbul), FATE (Prague, Czechia), SWB (Burgas), World Organization for Scientific Cooperation (WOSCO) “Science Without Borders” is the International Non-governmental Organization, the main activity of which is directed to integration and scientific cooperation of scientists, specialists, scientific and educational organizations of different countries.

Management

Honorary President of WOSCO is the world-known famous scientists-geologist Academician Victor Yefimovich Khain 2.

Vice-President of WOSCO is Professor, Doctor of geological-mineralogical sciences, Vice-President of IAS H&E Elchin Khalilov3.

Executive Director of WOSCO is Doctor Allen Simpson (London).

Central Headquarter (secretariat) of WOSCO is situated in London, and the regional headquarter is in Istanbul.

Initiatives

In 2009 on the initiative of Scientific Coordination Council of WOSCO, chaired by Academician V.Y.Khain, was prepared and presented the Communiqué GEOCHANGE on Global Changes of Geological Environment, signed by famous scientists, public figures and statesmen from 20 countries of the world for presenting to [UNO]4, European Union, authoritative international organizations and heads of states.

In 2009 WOSCO became the participant of International Program ICEP (International Cooperation for Earthquake Prediction) with participation of International Academy of Science H&E, and became the participant of Global Network for the Forecasting of Earthquakes56.

Projects

In WOSCO there works a comprehensive scientific-technical electron library, scientific publishing house SWB, scientific bulletin, informational bulletin and standing programs: “Search for Scientific Partners” and “Personal sites of scientists”.

International Program “Search for Scientific Partners” (SSP) is directed, first of all, to the search of partners for joint projects in different countries of the world. It is known that the most of big grants for implementing the scientific projects is given to scientific programs with participation of scientists of different countries. In the terms of organizations which give grants, are often shown the particular countries which can participate in the projects. Search for the partners for such projects sometimes becomes the stumbling block complicating to get the grant. The program allows, on the one hand, during several minutes to select partners for joint projects, and on the other hand, to be registered in database of SSP as a potential scientific partner.

In WOSCO there is also the International Scientific Educational Objects Identifier ISEDOI. In the database of ISEDOI there is information about Universities and other educational and scientific institutions of the world. Using the search system of ISEDOI one can quickly search the educational or scientific institutions, which is interested in. ISEDOI identifier is useful in searching the organizations-partners for joint international projects, for carrying out the joint conferences and other forums. Special category of ISEDOI users can be matriculants who have difficulties in searching for the suitable educational institution.

WOSCO also makes informational and material and technical support to the scientists and scientific-technical organizations which carry out innovation projects. One of the forms of material-technical support of scientists is the giving of grants to publish more important results of scientific researches.

“Information agency WOSCO” gives information about important events and news in the spheres of science and technology, which are used by international mass communication media and specialized information agencies and organizations.

Awards

Award commission WOSCO yearly awards eminent scientists, public figures and statesmen with diploma, certificates and golden medals of WOSCO.

The high award of WOSCO is a golden medal of WOSCO SWB, which is given for development of international scientific cooperation and for outstanding achievements in the development of science.

In 2009 the Gold Medals of WOSCO were given to Professor [[Franz Halberg (USA), His Royal Highness Sultan of Yogyakarta]] Hamengkubuwono X (Indonesia), Academician Victor Yefimovich Khain (Russia), Doctor Ishfaq Ahmad (Pakistan), Professor Murtuz Aleskerov (Azerbaijan), and Professor Karl Hecht (Germany).
