Planate Management Group, LLC is a service disabled veteran-owned small business headquartered in Alexandria, Virginia. with offices in Afghanistan, Djibouti, Bahrain and the Philippines. Planate provides infrastructure planning, engineering and professional services worldwide drawing from collective US and international experience spanning individual, corporate and government clients. Planate's contracts include engineering, construction management, logistics and military installation management support in Washington DC, Georgia, Virginia, Afghanistan, Djibouti, Singapore, Bahrain and the Philippines. Planate Management Group was founded in 2007 as a construction management, base operations support, and logistics support company. In 2011, Planate expanded its services to include in-house Architect-Engineer (A-E) capabilities. As a Virginia-licensed A-E firm with reach-back to a military installation experienced design team based in the Philippines, Planate performs a broad range of functions from parametric requirements determination to design, specification development, cost estimating, submittal review, construction management, quality control and safety inspections.

Planate leverages a workforce of veterans and individuals with military expertise who are experienced engineers, construction support personnel, technicians, and program managers with experience both inside the US and in remote and austere locations providing all types of expeditionary installations, facilities and systems support.

Planate provides technical and management support services for the DoD and other agency customers including work with operational security (OPSEC), engineering-related requirements, and the Naval Facilities Engineering Command (NAVFAC) organization at multiple locations performing planning and engineering services including:

• Construction Management – contracts, schedules, quality control (QC), safety, program and project management, financial management, conducting surveys, and feasibility and capability gap studies

• Electrical, Mechanical and Civil Engineering – construction and program management, quality assurance, safety management, third-party performance assessment, crane and equipment program oversight, and related training programs

• Public Works – maintenance and repair of facilities and structures, operations and maintenance of utility plants and distribution systems, and GIS survey reports

• Energy Management – operations management, developing processes, training, public relations activities, reporting, special projects to improve energy efficiency and reduce costs

• Facilities Management – sustainment, modernization, new investment, collateral equipage, base vehicle investment and management strategies, facility service contracting, utility management strategies, and public/private venture strategy development with related base GIS and other technical studies

• Infrastructure Operations – force protection, fire and emergency services, emergency management, installation chemical/biological/radiological/nuclear (CBRN) defense, air and port operations, safety (occupational, recreational, and off-duty), information technology, and base medical integration

• General Infrastructure Management – acquisition strategy (construction, special projects, service contracting including base/range operating support), manpower management, strategic communications and linked strategic planning, specialized installation meeting facilitation and management, contingency planning/execution, reporting and measurement, and federal programming/execution strategy development

• Expeditionary Architect/Engineering – long and short-term projects, quick turnaround for facilities in Central Asia, North Africa, Middle East, Horn of Africa, Marianas Islands, and Southwest Asia

• Business Support – contract administration, finance, labor relations, subcontracts, task order proposal estimating and planning, quality control, safety and health oversight

History

The company was founded on November 2007 in Alexandria, Virginia Washington, DC by Christian Decker, a former Navy Civil Engineering Corps Officer with extensive experience in strategic planning/communications, execution and operations all over the world.

In 2008, Jonathan Larson joined the company as the Vice President of Business Operations with expertise in finance, accounting, budgeting, business operations management, proposal development and human resources administration.

Mr. Tony Pregel, a former Navy Civil Engineering Corps Officer joined the company in 2009 as the Vice President of Operations in charge of leading the international workforce in complex engineering solutions for federal prime and subcontracts.
Both Planate’s President, and Vice President of Operations are former Navy Civil Engineer Corps Officers and Construction Management Contract Officers with extensive NAVFAC, Navy Installation Command, and Contingency Engineering operations experience.

1.2 Expansion and Growth

In 2010, Planate Management Group was included in the Seaport-Enhanced (Seaport-e), a $5.3 billion multiple-award umbrella contract used by the US Navy and Marine Corps to contract for support services as one of 556 contractors awarded. Seaport-e: FY 2010 Additions

According to Center for Effective Government formerly known as OMB Watch, the company became one of the top 10 contractors during fiscal year 2011.
