National Capital Region Regional Community Defense Group

The National Capital Region Regional Community Defense Group; is a Line Unit of the Army Reserve Command. It was created for the sole purpose of Reserve Force management, procurement, and organisation in the areas encompassing the entire National Capital Region.

The NCRRCDG and the reserve units under its command form a major part of the Army Component of the AFP Joint Task Force-National Capital Region.

History

The National Capital Region Regional Community Defense Unit (NCRRCDU), the forerunner of the NCRRCDG, was activated on March 16, 1986 and was subsequently assigned under Headquarters Philippine Army pursuant to Section I, General Orders No. 44, HPA dated March 26, 1986.

Several years later, after its activation, the NCRRCDU was actively involved in the procurement, training, and management of reservists and reservist candidates. It supported then Metropolitan Citizens Military Training Command (MCMTC) which has the responsibility of training and management of reserve officer candidates through its ROTC and CMT Programs.

On July 1, 1992, the NCRRCDU, after being activated for around six years and two months, was temporarily deactivated, pending reorganization, and its personnel were absorbed by the Headquarters Philippine Army pursuant to Section I, GO Nr. 388.

The following year, on October 16, 1992, the NCRRCDU was again activated and its personnel strength filled out pursuant to Section I, GO Nr. 1104, Headquarters Philippine Army. The unit was detached from HPA and operational control was transferred to the newly activated Reserve Command, Philippine Army. Colonel Conrado G Anatalio INF (GSC) PA became its first Commanding Officer under ARESCOM.

During the earlier parts of the 2nd Quarter of 1993, the NCRRCDU began absorbing all Army ROTC Units in the National Capital Region after the deactivation of the MCMTC. From hereon, CMT and ROTC were now being administered and supervised by the Regional Community Defense Units.

As of the present, the NCRRCDG continuously performs its mission of procurement, training, and administration of reservist units, reserve personnel, and reservist candidates all over the National Capital Region.

Training

Training is the major task handled by NCRRCDG,ARESCOM. Its primary arms are the university/college-based Department Of Military Science and Tactics-administered mandatory basic and the optional advanced Reserve Officer Training Corps (ROTC); and the territorial unit-administered Basic Citizen's Military Training (BCMT).

Basic ROTC and BCMT graduates are enlisted as Privates in the Reserve Force, while advanced ROTC graduates are enlisted as Sergeants. Completion of Advance ROTC is considered a graduate qualification in Military Science, and such graduates who subsequently ProgresS to the Probationary Officer Training Course (POTC) are commissioned as 2nd Lieutenants.

Other than time-in-grade and merit promotions, rank adjustments are authorized depending on civilian qualifications, as well as their reciprocity to the operating environment.

Types of Reservists

There are currently two types of reservists in the Armed Forces of the Philippines (AFP) Reserve Force:

  • Ready Reservists: physically-fit and tactically-current reservist personnel that are always on constant alert and training; ready to mobilise once a mobilisation order has been given.
  • Standby Reservists: reservist personnel who do not maintain currency in specialization qualifications but the base for expansion, support and augmentation to the Ready Reserve Force as needed.
