This is a list of Colorado counties by Human Development Index (HDI) 2024. Ouray (0.992) and Pitkin (0.992) had the highest HDI, largely due to their resort-driven economies, high household incomes, and better health care. Other top counties include San Miguel (0.991), Summit (0.989), Eagle (0.985), and Routt (0.985), all supported by prosperous tourism economies. At the lower end, Costilla (0.872), Crowley (0.874), and Otero (0.878) recorded the lowest HDIs, mainly because of persistent rural poverty and reliance on low-wage agriculture. Colorado overall had an HDI of 0.958 .
