The Fachkundenachweis für Seenotsignalmittel, abbreviated FKN, is a German certificate of competence required for the acquisition and use of certain pyrotechnic distress signals used in maritime navigation. It certifies that the holder has the necessary knowledge to handle distress signal devices safely and in accordance with applicable regulations.

The legal basis of the FKN is provided by German weapons and explosives legislation, in particular the Sprengstoffgesetz (Explosives Act) and related regulations governing the handling of pyrotechnic articles.

Under these provisions, certain maritime distress signals are classified as pyrotechnic devices requiring proof of competence for their acquisition and use.

Scope

The FKN is required for the handling of specific pyrotechnic distress signals used at sea, including:

  • hand flares
  • parachute rockets
  • smoke signals

The certificate applies to devices classified in categories that require formal authorization under explosives law. It is therefore primarily relevant to operators of seagoing vessels equipped with such safety equipment.

The FKN is distinct from radio certificates such as the Short Range Certificate (SRC) and the Long Range Certificate (LRC), which relate to communication rather than distress signaling.

Requirements

Applicants for the FKN must demonstrate:

  • knowledge of the legal regulations governing pyrotechnic devices
  • safe handling and storage of distress signals
  • understanding of the proper use of distress signals in emergency situations

Administrative requirements such as minimum age are defined by the applicable legislation.

Examination

The examination for the FKN consists of a theoretical component and typically a practical demonstration. It includes:

Position in the German certification system

The FKN is a specialized safety certificate within the German system of boating qualifications. It does not replace navigation licences such as the Sportbootführerschein See, but complements them by covering the safe use of distress signaling equipment.

It is therefore often held in conjunction with other certificates relevant to maritime navigation and safety.
