Allgemeines Funkbetriebszeugnis
The Allgemeines Funkbetriebszeugnis (Long Range Certificate or LRC), is a German radio operator's certificate required for the use of marine VHF radio equipment beyond the VHF range, including MF/HF and satellite communication systems. It certifies that the holder is qualified to operate radio installations within the Global Maritime Distress and Safety System (GMDSS) on seagoing vessels.
Legal basis
The legal basis of the LRC is provided by German telecommunications and maritime regulations implementing the Global Maritime Distress and Safety System (GMDSS). These regulations are aligned with international standards established by the International Telecommunication Union (ITU) and the International Maritime Organization (IMO).
Scope
The LRC is required for operators of maritime radio equipment used for long-range communication, including MF/HF radio and satellite systems such as Inmarsat.
It applies to vessels operating beyond the range of VHF communication, including ocean-going vessels. The certificate therefore covers all communication functions within the GMDSS relevant to long-distance navigation.
The LRC includes the privileges of the Short Range Certificate (SRC), which covers VHF radio communication only.
Requirements
Applicants for the LRC must demonstrate:
- knowledge of maritime radio regulations and procedures
- understanding of the GMDSS system
- competence in operating MF/HF and satellite communication equipment
Administrative requirements such as minimum age are defined by the competent authorities.
Examination
The examination for the LRC consists of theoretical and practical components. It includes:
- operation of MF/HF radio equipment
- use of satellite communication systems
- distress, urgency, and safety procedures within GMDSS
The practical examination typically involves simulated communication scenarios using appropriate equipment.
Administration
The LRC is issued by authorized examination bodies on behalf of the competent German authorities. Certification follows national telecommunications regulations and international GMDSS standards.
Position in the German certification system
The LRC is the most comprehensive radio operator certificate for recreational boating in Germany. It complements navigation licences such as the Sportbootführerschein See and the Sporthochseeschifferschein, which cover vessel operation but not radio communication.
For shorter-range maritime communication, the Beschränkt gültiges Funkbetriebszeugnis (SRC) is sufficient, while for inland waterways the UKW-Sprechfunkzeugnis für den Binnenschifffahrtsfunk (UBI) applies.
