Bureau of Jail Management and Penology Regional Office - National Capital Region
The Bureau of Jail Management and Penology Regional Office - National Capital Region (Filipino: Kawanihan ng Pangangasiwa ng Kulungan at Penolohiya ng Punong Lalawigan) is an agency of the Department Of Interior and Local Government (DILG) responsible for implementing national policies related to jail management and penology. Formerly known as the PC-Metrocom Jail Bureau, the BJMP is in charge of prisoner handling and management of municipal and city jails within the National Capital Region.
History
BJMP Regional Office NCR was activated on September 27, 1992. By virtue of RA 6975, this unit absorbed 500+ personnel of the defunct PC-INP Jail Management and Penology Agency, mostly from the Manila City Jail. Then MCJ Warden, JCINSP Reynaldo Erlano acted as the first regional director.
In November 1992, BJMP NCR moved out of the Manila City Jail Compound and transferred its headquarters to the Administration Building of Manila Rehabilitation Center at Camp Bagong Diwa in Bicutan, Taguig. JSRSUPT Hernan Ploteña was designated as its first assistance regional director.
JSRSUPT Mariano Rico was installed as regional director after JSRSUPT Hernan Ploteña retired in January 1993. He also transferred the location of the Regional Headquarters from Camp Bagong Diwa to the newly built BJMP Central housed inside the Vargas Building, 103 Kalayan Ave, Diliman, Quezon City for reasons that the regional director is also designated as assistant chief of the BJMP.
By 1994, upon the retirement of SRSUPT Rico, BJMP NCR moved back to its former home in Camp Bagong Diwa, Taguig. They shared the building with the National Jail Training Institute.
It again moved to Quezon City, when JSRSUPT Miguel Bernate was designated as assistance regional director in 1996. The regional offices occupied the VSI Condominium along Kalayaan Ave, Diliman, Quezon City which is also the office address of the BJMP ARD.
In 1998, the regional headquarters again moved to a new address at Oroville Condominium, Benitez St, Cubao, Quezon City. Then in 2002, it shared the offices of the BJMP National Headquarters along Mindanao Avenue, Quezon City.
It again moved to Bagong Bantay, Quezon City on October 15, 2004 and returned to Camp Bagong Diwa, Taguig a few months later.
