British Columbia Public School Employers' Association

Established in May, 1994, The British Columbia Public School Employers' Association (BCPSEA) is the employers' association and accredited bargaining agent for all 60 public school boards in British Columbia,Canada. The association is governed jointly by the school boards and the BC Provincial Government.

Services

BCPSEA's core business components are labour relations advice/resources and collective bargaining. Other key service areas include:

    • Human Resource management,
    • Health, safety and wellness, pension and benefits,
    • Research and information
    • Technology infrastructure


BCPSEA is also a member of the Public Sector Employers' Council (PSEC). In this capacity, they assist in linking the government and public sector bodies on compensation and other human resource management issues.

2006 Negotiations

The first freely negotiated collective agreement between the association and the BCTF (since the introduction of provincial bargaining in 1994) was reached on June 30, 2006. This was subsequently ratified by public school boards on July 6, 2006, and the BCTF members on September 8, 2006.

In May 2006 tentative support staff settlements were achieved in 11 school districts covering 5,000 employees. BCPSEA, the school districts, and the Canadian Union of Public Employees (CUPE); Canadian Association of Construction, Maintenance and Allied Workers (CMAW); and the United Steelworkers concluded: â€Ē a framework agreement to apply to all support staff unions in the group of 11 school districts, and â€Ē individual local agreements. The framework agreement served as the template in all of the remaining support staff agreements in the K-12 sector. All support staff agreements were concluded by June 30, 2006.

Board of Directors

The Board of Directors is comprised of:

  • Nine school trustees (including the Chair and Vice-Chair) elected by the 60 school boards
  • Four government representatives
  • A non-voting representative from each of the BC School Superintendents' Association and

the BC School District Secretary-Treasurers' Association.
