- Russ Black has a Bachelor of Science degree in Civil Engineering from the University of Toronto and a Bachelor of Laws degree from Queen's University and has practiced municipal law in Bracebridge for several decades. He served one term as mayor of Bracebridge, from 1994 to 1997, and declared a state of emergency for the community in December 1995 when a particularly severe blizzard hit the area. After Standing Down as mayor, Black was appointed as a director of the Muskoka Heritage Trust.
