Alex Obatre Lumumba
Alex Obatre Lumumba is a Ugandan parliamentary official serving as Clerk of the East African Legislative Assembly (EALA), the legislative organ of the East African Community (EAC). He has served in the administration of the Assembly since 2007, including as Senior Clerk Assistant and Deputy Clerk before becoming Clerk of the East African Legislative Assembly..
Career
Obatre has worked within the administration of the East African Legislative Assembly for several years. Records published by the East African Community list him as a Senior Clerk Assistant at the Assembly in 2007.
By 2009, he had been appointed Deputy Clerk of the Assembly.
In 2019, the Assembly formally recognized outgoing Clerk Kenneth Madete and Deputy Clerk Alex Obatre Lumumba during administrative transition proceedings.
In 2021, Uganda's Daily Monitor reported on the East African Legislative Assembly Clerk recruitment process, in which Obatre emerged among the leading candidates considered for the position.
By 2022, Obatre was serving as Clerk of the Assembly and presided over proceedings of the Fifth East African Legislative Assembly.
In June 2022, Obatre was sworn in as Clerk of the East African Legislative Assembly at the Assembly chambers in Arusha, Tanzania.
In 2023, Tanzanian newspaper The Citizen quoted Obatre in reporting on the East African Community budget approval process.
In 2026, The EastAfrican cited Obatre in reporting on delayed remittances and liquidity challenges affecting EALA lawmakers and staff.
He has also been listed as an associate member of the Association of Secretaries General of Parliaments.
