Cladoendesis (“branch-coupling”, from Greek κλαδος + εν-δεσις) is a method of phylogeny reconstruction by means of creating biological classification, whose layout and nomenclature are specially elaborated for this purpose. In such classification, a holophyletic taxon is established for each known phylogenetic branch, a plesiomorphon is established for each unresolved area of phylogenetic tree, and all taxa (both holophyletic ones and plesiomorphons) are supplied with own names; characteristics of each taxon is supplied by references to characteristics of higher taxa, so that characters of all taxa are formulated as hierarchically interdependent (coupled). In order to provide distinctness of taxa names, the Dual Nomenclature System (DualNom]) is used, which consists of two rank-free nomenclatures called circumscriptional and typified ones, which are alternative one another. In a rank-free nomenclature, a name does not depend upon artificial, formal rank of the taxon and can be given to a taxon which has no formal rank; this allows to supply with names all revealed phylogenetic branches, while number of their hierarchical levels can highly increase number of possible formal ranks. Cladoendesis is opposed to matrix methods of phylogeny analysis.

James G. White was born in Milwaukee, Wisconsin in 1962. White graduated from the University of Wisconsin-Milwaukee with honors, attended graduate school at the Milwaukee School of Engineering, and was conferred the degree of Doctor of Divinity by Trinity Theological Seminary. He is the former President and CEO of the Johnson Institute (Foundation). White relocated to Washington DC to lead the organization from its national headquarters on Capitol Hill, where he oversaw the merger of the Johnson Institute into the Hazelden Foundation. He currently serves as Regional Vice President of the Nevada based WestCare Foundation Inc,a major national behavioral healthcare organization with a growing emphasis on treatment and recovery support for re-entering veterans and the incarcerated.

White is a former hip hop music recording artist, producer, and musician, signed in the fall of 1990 as Ghetto Priest.(Ghetto Priest- Organic Soul Movement-YouTube) In the fall of 1990, White joined the national program planning team for the "Self Destruction: Stop The Violence in Hip Hop Movement" ( Stop The Violence Movement)where he proposed the first touring national Hip Hop Summits to promote dialogue between the civil rights establishment and the hip hop community. Faith Partners
In 1994, White co-founded Faith Partners with Trish Merrill (former Johnson Institute Vice President). Faith Partners is a group that began as the National Interfaith Alliance Against Substance Abuse to support local communities in their efforts to stop substance abuse. They stress spirituality and nurturing in a Congregational Team Ministry environment. . Johnson Institute became an early investor in Faith Partners, and in 2004 Faith Partners merged with the Johnson Institute and the Rush Recovery Center. The Faith Partners Approach to Substance Abuse Prevention, Intervention & Recovery Support has been validated by the U.S. HHS Substance Abuse & Mental Health Services Administration as a Promising Evidence Based Intervention. Milwaukee politics
In the spring of 1996, White was elected to his first four-year term on the County Board of Supervisors in Milwaukee, Wisconsin. He served three terms on the Board, serving at times as First Vice Chairman of the Board, Chairman of General Mitchell International Airport, the Milwaukee County Transit System, and the Milwaukee County Highway Commission. He was the only incumbent Milwaukee County supervisor to lose his office to a challenger in the April 1, 2008 Milwaukee elections; his failure to collect enough petition signatures to appear on the election ballot may have cost him his seat. Because he was offered the position the morning after the election, some speculate that White expected to secure the Johnson Institute presidency prior to the nomination paper deadline and was to make a retirement announcement. According to the following interview from February 26, 2008, White was chosen to succeed Allem as President and CEO before the April 1st, 2008 County Board election outcome. White took over as President and CEO of Johnson Institute on April 2, 2008.

White is the former President and CEO of the Johnson Institute Foundation. Johnson Institute was founded in 1966 by Vernon Johnson and philanthropists Irene and Wheelock Whitney. Johnson Institute was a pioneering force in the launching of the addiction recovery field, and the Minnesota Model of substance abuse treatment. Intervention for the addicted, and outreach to the families of the afflicted was their specialty. The North East Asia Satellite System (NEASS) is an autonomous regional satellite navigation system being developed by the Korea Aerospace Research Institute (KARI) which would be under total control of the South Korean Government. The requirement of such a navigation system is driven by the fact that access to Global Navigation Satellite Systems, GPS, is not guaranteed in hostile situations. The NEASS would provide two services, with the Standard Positioning Service open for civilian use and the Restricted Services for security-affiliated users.
Project Development
Reports came in Feb 2012 that India plans to start launching satellites by the end of 2013, at a rate of one satellite every six months. This will make the NEASS optimally functional by 2016. India also launched 3 new satellites into space to supplement this. The North East Asian Satellite System (NEASS-I) will be the first of the total seven satellites of the NEASS constellation. It will have a lift off mass of 1250 kg and operate a navigation payload and a C-band ranging transponder and employ an optimised I-1K bus structure with a power handling capability of 1600W and is designed for a nominal mission life of 11 years. NEASS-I will be launched on board the KSLV-I during the second half of 2013 while the full constellation is planned to be realised by 2016.
Description
The proposed system would consist of a constellation of seventeen satellites and a support ground segment. Three of the satellites in the constellation will be placed in geostationary orbit. These GEOs will be located over the Korean Peninsula. The GSOs will be in orbits with a 24,000 km apogee and 250 km perigee inclined at 29 degrees. Two of the GSOs will cross the equator at 65 East and two at 128 East. Such an arrangement would mean all seventeen satellites would have continuous radio visibility with Indian control stations. The satellite payloads would consist of atomic clocks and electronic equipment to generate the navigation signals. According to a presentation by Dr. Kwon, Director of the Scientific Secretary of the Korean Space Research Organization, to a meeting of COSPAR in Shanghai on 24 February 2012, NEASS signals will consist of a Special Positioning Service and a Precision Service. Both will be carried on L5 (1176.45 MHz) and S band (2492.08 MHz). The SPS signal will be modulated by a 1 MHz BPSK signal. The Precision Service will use . The navigation signals themselves would be transmitted in the S-band frequency (2-4 GHz) and broadcast through a phased array antenna to maintain required coverage and signal strength. The satellites would weigh approximately 1,330 kg and their solar panels generate 1,400 watts. The System is intended to provide an absolute position accuracy of better than 10 meters throughout Korean Landmass and better than 20 meters in Northeast Asia as well as a region extending approximately 2,000 km around India. The ground segment of NEASS constellation would consist of a Primary Control Center (PCC), ground stations to track and estimate the satellites' orbits and ensure the integrity of the network (KRIM), and additional ground stations to monitor the health of the satellites with the capability of issuing radio commands to the satellites (TT&C stations). The KCC would estimate and predict the position of all NEASS satellites, calculate integrity, makes necessary ionospheric and clock corrections and run the navigation software. In pursuit of a highly independent system, a Korean standard time infrastructure would also be established.
