World Technology Evaluation Center

The 'World Technology Evaluation Center', Inc. conducts international research and development assessments via expert review and quantitative analysis. It also provides related services to public and private sector clients, and publishes a series of science policy papers. WTEC is now a separate not-for-profit research institute headquartered in Baltimore, Maryland.
WTEC has conducted 65 international R&D studies since 1989, including site visits to labs in 33 countries. Sponsors included NSF, DOD, NIH, DOE, NASA, and NIST. Studies have covered R&D in IT, biotechnologies, sub-sea technologies, manufacturing, technologies for people with disabilities, and others. WTEC’s 1999 report on the then-new field of nanotechnology contributed to the formation of the National Nanotechnology Initiative. All reports are available at WTEC's website; some recent book versions are in the references.Rand Corporation assessed WTEC on behalf of NSF in 1999.

History
WTEC was formerly a division of Loyola University Maryland. It was spun off in 2001 by R. D. Shelton, and is now a separate not-for-profit research institute headquartered in Baltimore, Maryland.
