The TRANSFER Act of 2013, also known as the ‘‘Technology and Research Accelerating National Security and Future Economic Resiliency Act of 2013," is a bill introduced in the Congress by Chris Collins to help scientists commercialize their ideas. The bill awards grants to innovative technology transfer programs at universities, research institutes, and national laboratories. The TRANSFER Act would provide $50,000 grants, on average. The Bill was introduced in the House on August 8, 2013. A corresponding bill may be introduced in the Senate. If there are substantial differences between the two, they will go to the Conference Committee, where the differences are reconciled and the final bill goes to the President for execution.
