TPP Law Limited is a British law firm with its principal office in Bankside central London. It is the only UK law firm to focus exclusively on creating public-private partnerships and contracts for public service delivery. The UK Government has an active policy of encouraging private sector and third sector management skills and capital in public service delivery through contracting.

The firm is particularly involved in the sectors of education, healthcare, social care, leisure services and outsourcing of local authority services.
Education
In the education sector, the firm works with local authorities, contractors and service providers participating in the UK Government's Building Schools for the Future programme and academy schools programme, as well as the outsourcing of educational ICT services.
Health and Social Care
In the health and social care services sector, the firm works with NHS bodies, third sector organisations, clinical staff and managers to create new service models. The firm has created a number of new social enterprises under the UK Department of Health's 'right to request' programme, which allows front line public sector staff to spin out their services into a new not-for-profit company. The Conservative Party announced in February 2010 that, if elected, they will extend this programme to all public services.
Local Authorities
In the local authority sector, the firm assists Councils and their partners with major procurement and tendering exercises, in accordance with the European Procurement rules. The firm was appointed to approved legal panels of the following local authorities: London Borough of Lambeth, London Borough of Ealing, Surrey County Council, East Midlands Professional Services Framework, Kent County Council, the North West Development Agency and North West Councils Consortium.
History
TPP Law was founded in 2001 by Mark Johnson, former partner with City law firm Devonshires. Johnson was joined in 2002 by Graham Burns, former head of projects in the London office of Eversheds. Together they set about creating a new model law firm focused exclusively on public-private partnership projects. They were joined by Matthew Wolton, who became a director in 2005. Senior lawyers Peter Hill joined from London Borough of Redbridge in 2006 and in 2008 by Owen Willcox, who was formerly head of legal services at Harlow District Council. A unique aspect of the firm was the creation of one team of multidisciplinary legal professionals, who work closely together to address all the legal and regulatory issues arising in PPP projects. The firm was established as an incorporated practice, which leaves it well placed to take advantage of the opportunities introduced by Part 5 of the Legal Services Act 2007, which permits outside investment in law firms through alternative business structures. The firm also produces a range of thought leadership publications on public service topics, including its popular Legal Guide to BSF and Legal Structures for Social Enterprise.
Awards
The firm was recognised for its contribution in 2008, when it won the Law Society Excellence Awards in the category of Excellence in Practice Management Standards. The firm adopted the Lexcel quality assurance system for law firms in 2002, and was re-accredited in 2005 and 2008. TPP Law became an Investor in People in 2003, receiving re-recognition in 2008. It was the first UK law firm to seek accreditation under the national Investors in Diversity standard and was one of the first group of signatories to the Law Society's Charter on Diversity and Inclusion launched in 2009. The firm was awarded runner up in the Lawyer awards 2009 in the category of Niche Law Firm of the Year and was a finalist in the CBI Human Capital Awards Best Growing Business Category.
The firm was recognised by Legal 500 for its expertise in PFI Contracts and became an NCVO accredited business consultant to third sector organisations in 2009.
Notable Recent Projects
*Lambeth Building Schools for the Future programme, which included Michael Tippett School, one of the first BSF schools to be completed and winner of the Partnerships for Schools Grand Prix award at the Excellence in BSF Awards 2008, being named as the most innovative and transformational BSF project to date.
*Secure Healthcare Limited, an innovative community benefit social enterprise, a Department of Health social enterprise pathfinder, which was the first community-led enterprise to win a major contract for prison healthcare at HMP Wandsworth.
*Greenwood Dale Academy, a new model of school, sponsored by an adjoining successful secondary school in Nottingham.
*Malmesbury Integrated Care Campus, the first integrated campus in the UK to combine residential care for the elderly, intermediate care beds, extra care housing and a primary care centre all on one site.
*Northamptonshire County Council Grouped Schools PPP project, the largest grouped schools PPP project in England to date, involving 41 schools to be redeveloped and managed by a consortium led by Babcock & Brown properties.
The firm works with a number of UK Government Departments, including the Cabinet Office, Department of Health, local authorities, such as London Borough of Ealing, London Borough of Lambeth, Hertfordshire County Council, and a number of national charities and not for profits, including The Orders of St John Care Trust, bpha, Working Links, as well as private sector service providers, such as Equity Solutions & Partners, European Electronique and Care UK plc.
