Terence Farrell is an elected public official in Pennsylvania. Farrell is a member of the Republican Party. He currently serves on the Board of Commissioners of Chester County, Pennsylvania and is the first African-American Commissioner for Chester County. Previously, Farrell served as the Record of Deeds for Chester County, Pennsylvania from 2000 to 2008. Chairman of the Board Terence Farrell was elected the Chairman of the Board of Commissioners in 2009. County Commissioners Association of Pennsylvania At the annual conference of the County Commissioners Association of Pennsylvania (CCAP) in 2010, Farrell was elected to the CCAP Board of Directors as Representative for District Five which includes the counties of Bucks, Chester, Delaware, Montgomery and Philadelphia. Historical Achievements Farrell was the first African American to be elected to the Board of Commissioners in Chester County, Pennsylvania. He was also the first Commissioner from the southern portion of the county in over thirty years.
