Stephen MacLoughlin is a British Conservative Party politician and the Leader of Bournemouth Borough Council. A chartered engineer by profession, he became leader of the council in May 2007 and was previously leader of the opposition from 2003 to 2007.
In 2005, he contested the parliamentary constituency of Southampton Test, finishing second with 190 more votes than for the Conservative candidate in 2001. In 2006 he was a candidate for the Conservative nomination in the constituency of Mid Dorset and North Poole, ultimately losing out to fellow Bournemouth councillor, Nick King.
