'Rule Number 23' is a Filipino rock band that formed in Baguio City, Philippines during mid July 2009. The band consists of Levi Joy Pagadut (lead vocals), Jizreth Alip (drums/backing vocals), Ferrand Yting (lead guitar/backing vocals), JR Garcia (bass guitar/backing vocals), and Jhames Garcia (rythm guitar/keyboards). History Formation Brothers JR and Jhames Garcia together with one of their closest friends, Ferrand Yting, have been previously part of a local band known as "Silent Scream". After the said band's first ever gig, majority of the members eventually decided not to continue as a band. JR, Jhames, and Ferrand; after a long talk about their personal experiences in previous performances, eventually came up with the idea of forming a band that had members of similar musical taste and one that is rooted not just out of musical talent but of companionship as well.
