Richard C. Sullivan

Richard C. Sullivan was the director of port development for the Port of New York Authority during the creation of the World Trade Center. He worked directly with Austin Joseph Tobin, the executive director of the Port of New York Authority.
When Tobin and his team were debating where to build the World Trade Center, Richard C Sullivan and his assistant Sidney Schachter suggested relocating the proposed trade center to the west side site above the H&M.
Sullivan and Schachter proposed the idea to relocate the site to Tobin on Friday, December 8. Quickly, a special planning group compiled a list of reasons as to why the World Trade Center should be built above the H&M instead. The subway connections there were better than the East River location, the plan allowed another transit link to New Jersey; the two locations were equidistant from the corner of Broadway and Wall Street. If need be, the H&M site would also set the stage for a major expansion of the financial district westward across Broadway.
Later in his career, he went on to work on consolidating the railroads of the Northeast U.S. for Conrail. On March 26, 1987 when Conrail's stock, worth $1.65 billion, was sold to private investors it marked the then-largest initial public offering in U.S. history. He worked as the assistant to the chairman for Conrail.
