Refinery CMS is an open source content management system written in Ruby as a Ruby on Rails web application with JQuery used as the JavaScript library.
Refinery CMS started as a closed sourced project at Resolve Digital in 2004 and went on to be released as open source software on the 28th May 2009 . It is now the third most popular Ruby on Rails CMS.
Refinery CMS uses the principle of by wrapping up the core actions that most of the project uses into a single reusable module.

History
While working for Resolve Digital in 2004, David Jones built several small business websites and eventually extracted the common functionality out into the precursor of Refinery called mTools. mTools was a closed source project for five years leading up to the open source release in 2009.
Philip Arndt joined Resolve Digital in May 2008 and built several websites using mTools while improving the project.
A decision at Resolve Digital in early 2009 was made to make it open source at which point the project was renamed to Refinery and released to the public.
In June 2010, Resolve Digital released a hosted version of the project called RefineryHQ which allows users with non-technical experience to use Refinery to build and manage their own websites.
Future
The Refinery development team is working on support for Ruby on Rails 3.
