Rafael Him

Rafael Him is currently a member of the Clinton County, Illinois Board representing the 5th district which includes Albers, Damiansville, New Baden, New Memphis and Trenton. Prior to his tenure on the Clinton County Board he served as a Village Trustee for the Village of New Baden serving in that post from 2012 until 2014.
Early life
Rafael was born in Gainesville, Florida and raised in Vero Beach FL. After graduating High School he joined the United States Air Force and served for 22 honorable years. He served most of his career as In-flight Refueling Specialist (Boom Operator) flying Combat and Combat Support Missions in multiple humanitarian mission and many war time operations including Operation Iraqi Freedom and Operation Enduring Freedom. He has been recognized with the Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal (two oak leaf clusters), Aerial Achievement Medal (four oak leaf clusters), Air Force Outstanding Unit Award with Valor Device (3 oak leaf clusters), Afghanistan Campaign Medal, Iraq Campaign Medal, Humanitarian Service Medal, Military Outstanding Volunteer Service Medal, Kosovo Medal and NATO Medal for his actions in defending U.S. Interest.
Author and commentator
Him was also a writer for the Defense Security Service (DCMA) Communicatormagazine, a global Department of Defense magazine reaching military and defense contractors.
He also owns and operated the website The Him Report, featuring news and analysis, and also has a podcast from the Him Report.
Village Trustee of New Baden, Illinois
Him was the first Hispanic elected to serve as a Village Trustee, while serving as Village Trustee, Him served as the Chairman of Community and Economic Development Committee. He also oversaw numerous beautification projects in the village, as well as efforts to modernize the police, EMT, and public works departments. Him also helped bring over 80 jobs and 4 new businesses to the Village. Other accomplishments while in office include support for the Clinton County Enterprise Zone and intergovernmental agreements between surrounding municipalities.
Clinton County Board
Him was first elected to the Clinton County Board in November of 2014 and was also the first Hispanic to be elected to the Board. As a member of the Clinton County Board he serves on the Environmental Concerns, Solid Waste Unincorporated Area Committee, GIS-Geographical Information Systems Committee, Law Enforcement, ESDA, Welfare, Safety, & Liquor Committee, ounty Health & 708 Mental Health Board Area on Aging and the Veteran's Committee.
