Priscilla Boutcher is a Canadian politician, who is City Councillor for Corner Brook, and also served as Mayor of Corner Brook, Newfoundland and Labrador from 2001 to 2005. She previous served on the Corner Brook City Council before she was elected Mayor in 2001. In 2009, she was elected City Councillor for Corner Brook in the . This was after to Charles Pender in 2005. During her time as Mayor from 2001 to 2005, Boutcher strongly supported Corner Brook's curbside recycling program and was very optimistic that the recycling program would help achieve the city’s goal to extend the life of the Wild Cove landfill site. She also claimed many environmental and economic benefits are derived from recycling and she strongly supported participation in the program. She has been an outspoken occupational health and safety advocate since the Ocean Ranger disaster of February 5, 1982, in which her son David was killed. Boutcher is also the sister of musician Dick Nolan, who was nominated for the 1975 Country Male Vocalist of the Year, Juno award.
