Paul Masterman (born 11 Feb 1955) is a British communication, marketing and public consultation specialist who has worked over 20 years in local government. He has been instrumental in the unifying of local governments in the UK during that time. He has worked for many local councils including: Wrekin, Northumberland, Camden and Newport, and for GCHQ. He was also employed as the National Head of Public Sector for TMP Worldwide Advertising and Communications for a period. In his time with Shropshire County Council, Masterman revamped a lot of the Council’s communication media; he re-launched the website and launched the first door-to-door council magazine “Shropshire”. However in January 2007 he was suspended from duty after an email he sent to scores of civil servants was leaked to the BBC. In the email Masterman had outlined how to bypass security on a BBC opinion poll, which would allow for more than one vote per person - the poll was gauging the public opinion or a unitary re-organization. Masterman resigned from his role in April 2007, before any disciplinary proceedings had been concluded. After working with Shropshire County Council, Masterman has held many consultancy roles within other Councils including Bedfordshire County Council , as the Deputy Head of Communications, stakeholder relations/ PR strategy for unitary re-organization; London Borough of Harrow; Gloucestershire County Council; Lancashire County Council and Southwark Borough Council , which he helped to win the Silver award in national LG Communications reputations awards.
